What Is the Mandatory Window Inspection Scheme (MWIS)?

The Mandatory Window Inspection Scheme (MWIS), implemented on 30 June 2012, is a statutory scheme operated by the Buildings Department under the Buildings Ordinance. All private buildings aged 10 years or more across Hong Kong must undergo window inspections on a regular cycle — once every 5 years.

The purpose of the scheme is to ensure the safety of windows across Hong Kong, preventing window fall accidents caused by long-term neglect, and protecting public safety.

5 Essential Steps After Receiving Notice

Step 1: Confirm the Notice Type: Upon receiving your Buildings Department window inspection order, read it carefully and confirm whether it is a "first round" or "subsequent round" notice, and which floors and windows are covered. Note the completion deadline stated on the notice — typically within 6 months of receipt.
Step 2: Appoint a Qualified Contractor: The inspection must be carried out by a contractor holding a valid Minor Works Contractor (MWC 316/2021) licence recognised by the Buildings Department. Consequences of Non-Compliance
